This session covers the bill's service and modernization provisions such as mandatory digitization of returns and correspondence, a public backlog-and-wait-time dashboard, electronic access to return and account information, expanded callback technology, and online accounts that representatives and preparers can finally use. We'll cover the proposed extension of the mailbox rule to electronic submissions and payments, and discuss a significant expansion of return preparer oversight—new penalties for altering returns and mishandling client refunds, the IRS's proposed authority to deny, suspend, or revoke PTINs, and a companion fix ensuring a preparer's fraud no longer leaves the taxpayer's assessment period open indefinitely.

The hour closes with simplification measures for Americans abroad and postponed deadlines for hostages and wrongfully detained individuals. Attendees will leave knowing which proposals would change day-to-day practice and how to track the bill's progress.
Agenda
  • Identify the TAS Act's proposed requirements for IRS digitization, dashboards, electronic account access, and callback technology
  • Explain how expanded online account access for representatives and preparers would change client service workflows
  • Describe the proposed extension of the mailbox rule to electronic submissions and payments
  • Recognize new preparer penalty exposure, the IRS's proposed authority to deny, suspend, or revoke PTINs, and the proposed limit on extending the assessment period for victims of preparer fraud
  • Summarize the bill's proposals for Americans abroad and its deadline relief for hostages and wrongfully detained taxpayers
